On the 19th of February 2016 Jaja Diabi, 21 years old, comes to an early death in the prison for pre-custody Hanöfersand. The accusation against him: he was said to be trading with 1,65 grams of Cannabis. The presumably suicide was diagnosed by the forensic institute (head of the department: Klaus Püschel). Jaja’s family and friends are left behind without justice, without truth.

On the 8th of December 2001 Achidi John was tortured to death inside the forensic institute (head of the departmen: Klaus Püschel). He collapsed under the treatment of emetics, that were introduced to law enforcement by Olaf Scholz who meanwhile is the mayor of Hamburg and who was minister of interior at the time. It was the expression of a matchless hunt on young Black men who were said to be selling narcotics in very low quantities. Only years later, after the complaint of one affected person, the European Court of Human Rights ruled that this is torture and has to be abolished at once. Not a single person that was involved in the death of Achidi John was ever taken to court for it.
15 years later – nothing has changed
Between the death of Achidi John and the death of Jaja Diabi are 15 years. 15 years in which the politics of drug prohibition of the SPD in Hamburg has not moved one bit. 15 years in which nothing has changed about the enemy image of the Black “dealer” and the racist police controls. Still every night people are hunted in the streets, they are thrown to the ground and brought to the known police stations for the media to report.
Who thought that the death of Jaja Diabi would result in a reconsidering of the methods by the institutions had to be disappointed. In fact, the “war on drugs” is escalating. In April 2016 the so called “task force” of the police was installed. There are around 50 police officers every day who have nothing else to do then to think of new ways to hunt down young Black men – the officers will even dress up as homeless people who look for bottles. The Balduin stairs are sieged by the police, sometimes for several days. Between April and November 2016 around 17.000 people were controlled by the “task force”. Today the state of emergency is daily routine in Stankt Pauli, Sternschanze and Sankt Georg (Hauptbahnhof).
The condition in which our quarters are kept is not acceptable. The ignorance of the majority of our neighbours on the situation of people in drug labour is hardly endurable. The bare lies and racist stereotypes with which the police and the politics argue are dumbfounding us.
On the day of Jaja Diabis annual death Februar 19th, we want to break through this silence and express our anger and our grief.

Am 19.2. 2016 kommt Jaja Diabi mit 21 Jahren in der Untersuchungshaftanstalt Hahnöfersand zu Tode. Der Vorwurf gegen ihn: er habe mit 1,65g Cannabis gehandelt. Den mutmasslichen Selbstmord diagnostiziert Prof. Klaus Püschel (Leiter des Gerichtsmedizinischen Institutes des UKE). Jaja’s Familie und Freunde bleiben zurück, ohne dass der Tod jemals juristisch aufgearbeitet wurde.

Am 8.12. 2001 wurde Achidi John im Gerichtsmedizinischen Insitut (Leitung Klaus Püschel), zu Tode gefoltert. Der vom damaligen Innensenator Olaf Scholz eingeführte „Brechmitteleinsatz“ war Ausdruck einer beispiellosen Jagd auf junge Schwarze Männer, denen vorgeworfen wurde, mit geringen Mengen BtM gehandelt zu haben. Erst Jahre später und nach Klagen eines Betroffenen, stellte der Europäische Menschenrechtsgerichtshof fest, dass diese Foltermethode umgehend unterbunden werden muss. Keiner der am Tod von Achidi John Beteiligten wurde dafür jemals zur Rechenschaft gezogen.
15 Jahre später – nichts hat sich geändert!
Zwischen dem Tod Achidi Johns und Jaja Diabis liegen 15 Jahre. 15 Jahre, in denen die Prohibitionspolitik der Hamburger SPD auf der Stelle tritt – und dabei über Leichen geht, 15 Jahre, in denen sich am Feindbild schwarze Dealer und den rassistischen Polizeikontrollen kaum etwas geändert hat. Noch immer werden Abend für Abend Schwarze Menschen durch die Straßen gejagt, öffentlichkeitswirksam zu Boden geworfen, in Hauseingänge gedrückt und dann mit Blaulicht in die einschlägigen Wachen verbracht.
Wer glaubte, der Tod Jaja Diabis würde bei staatlichen Insitutionen zu einem Nachdenken führen, sah sich spätestens im April 2016 getäuscht. Er ist vielmehr der Auftakt zu einer beispielslosen Eskalation des „Kriegs gegen die Drogen“, den ein anscheinend entfesselter Polizeiapperat vom Zaun bricht.
Eine Spezialeinheit, die sog. Taskforce wurde gegründet, deren mehr als 50 Beamte täglich nichts anderes zu tun haben, als sich immer neue Einsatztaktiken auszudenken. Als Flaschensammler oder Teilnehmer des Schlagermoves verkleidete Beamte überfallen hinterrücks junge Schwarze Männer, die Balduintreppe wird zum Teil über Tage von mehreren Einsatzfahrzeugen belagert. Zwischen April und November 2016 wurden rund 17.000 Menschen von dieser Taskforce kontrolliert, täglich finden sog. Schwerpunkteinsätze statt – der Aussnahmezustand, ist in St.Pauli, der Schanze und St.Georg heute Alltag.
Dieser Ausnahmezustand, in den unsere Viertel versetzt worden sind, ist für uns unerträglich, die Ignoranz Vieler gegenüber der Lebenssituation der Drogenarbeiter ist nur schwer auszuhalten, die blanken Lügen und rassistischen Stereotypen, mit denen Polizei und Senat agieren, machen uns sprachlos.
Am Todestag Jaja Diabis wollen wir diesen Zustand für ein paar Stunden durchbrechen, und unsere Wut und Trauer zum Ausdruck bringen.

19 Şubat 2016’da, 21 yaşındaki Jaja Diabi, Hanöfersand hapishanesinde gözaltındayken öldü. Ona karşı suçlama ise: 1,65 gram ile Esrar ticareti. Adli tıp enstitüsü (bölüm başkanı: Klaus Püschel) intihar teşhisi koydu. Jaja’nın ailesi ve arkadaşları gerçekleri ve adaleti arıyorlar.
8 Aralık 2001’de Achidi John adli tıp enstitüsünde (bölüm başkanı: Klaus Püschel) işkence gördü. Emetik (kusturucu) tedavisi altında bağışıklığı çöktü. İçişleri bakanı Olaf Scholz, emetikleri kolluk kuvvetlerine tanıttı – Şu anda kendisi Hamburg belediye başkanı. Çok düşük miktarlarda narkotik sattığı söylenen genç siyahi erkekler onlar için eşsiz bir avdı. Kurbanlardan birinin şikayetinden yalnızca bir kaç yıl sonra
Avrupa İnsan Hakları Mahkemesi, emetiklerin işkence olduğu ve bir an önce kaldırılması gerektiği kararını verdi.. Ancak Achidi John’un ölümüyle ilgili tek bir kişi dahi mahkemeye çıkarılmadı.
15 yıl sonra – hiçbir şey değişmedi.
Achidi John’un ölümü ve Jaja Diabi’nin ölümü arasında 15 yıl var. Hamburg’da SPD’nin uyuşturucu yasağı siyasetinin içinde bulunduğu 15 yıl boyunca hiç bir ilerleme kaydedilmedi. Değişmeyen tek şey düşman Siyahi „torbacı“ imajı ve faşist polis kontrolleri. Hâlâ her gece insanlar sokaklarda avlanıp, yerlere atılıp medyanın rapor edebilmesi için bilinen polis karakollarına getirilmekte.
Jaja Diabi’nin ölümünün kurumlar tarafından kullanılan yöntemlerin yeniden değerlendirilmesine neden olacağını düşünenler, hayal kırıklığına uğradı. Aslında „uyuşturucuya karşı savaş“ tırmanıyor. Nisan 2016’da sözde polisin „görev gücü“ kuruldu. Yaklaşık 50 polis görevlendirildi.
Balduin merdivenleri, bazen polis tarafından günlerce kuşatılıyor. Nisan ve Kasım 2016 tarihleri arasında „Görev Gücü“ tarafından 17.000 kişi kontrol edildi. Bugün Sankt Pauli, Sternschanze ve Sankt Georg’da (Hauptbahnhof) olağanüstü hal sıradan bir şey. Mahallemizdeki koşullar kabul edilebilir değildir. Uyuşturucu emekçiliğindeki insanların durumuyla ilgili komşularımızın çoğunluğu cehalet içerisinde.
Polisin ve siyasetin iddia ettiği çıplak yalanlar ve ırkçı klişeler bizi şok ediyor. Jaja Diabis’in ölüm yıldönümü olan Şubat 19’da, bu sessizliği kırmak istiyoruz. Kızgınlığımızı ve kederimizi ifade etmek istiyoruz.

Le 19.02.2016 Jaja Diabi alors âgé de 21 ans a été retrouvé mort en détention provisoire dans la prison de Haneofersand. Il était emprisonné pour avoir vendu 1,65g de cannabis. Son supposé suicide a été diagnostiqué par Prof. Klaus Puschel (Responsable de l’institut médical légale UKE). La famille de Jaja Diabi et ses amis sont restés en retrait et les causes de la mort de Jaja Diabi n’ont jamais été examinées par la justice.
Le 08.12.2001 Achidi John a été torturé à mort dans l’institut médicolégal UKE (Dirigé par Klaus Puschel). Le ministre de l’intérieur du Land d’Hambourg de l’époque : Olaf Scholz, a introduit le «Brechmitteleinsatz » : administration forcée d’un vomitif. C’est l’expression d’un acharnement contre des jeunes hommes noirs qui étaient accusés d’avoir vendu une petite quantité de stupéfiants. Quelques années plus tard, suite à la plainte d’une victime, la cour européenne des droits de l’homme a décidé d’interdire sans délai l’utilisation de cette méthode de torture. Aucune des personnes impliquées dans la mort d’Achidi John n’a jamais eu à rendre des comptes.
15 ans plus tard rien n’a changé ! 15 années séparent la mort de Jaja Diabi de celle d’Achidi John. Depuis 15 ans la politique de prohibition du parti socialiste de Hambourg fait du « sur place ».
15 ans que les contrôles de police raciste sévissent. Encore et encore, tous les soirs, des noirs sont poursuivis dans la rue. Plaqués au sol à la vue de tous dans l’espace public, ils sont ensuite emmenés avec les gyrophares et les sirènes au commissariat de police.
Ceux qui pensent que la mort de Jaja Diabi a amené les institutions étatiques à réfléchir se trompent. Depuis avril 2016, nous assistons au coup d’envoi d’une guerre absurde contre la drogue. En avril 2016, la dite « Task force », unité spéciale de la ville d’Hambourg, a été créés. 50 fonctionnaires ont pour seule mission, de contrôler au quotidien, les jeunes noirs du quartier. Les agents des « Task force » se déguisent en ramasseurs de bouteilles consignées. L’espace des : « Balduintreppe est occupé régulièrement par plusieurs camions de police. Entre avril et novembre 2016, 17 000 personnes ont été contrôlées par les « Task force ». L’état d’urgence s’est installé dans les quartiers de st Pauli, de Schanze et de St Georg. Chaque jour il y a une nouvelle intervention ciblée.
Cet état d’urgence dans nos quartiers est pour nous insupportable. L’ignorance des voisins à l’égard des conditions de vies « des travailleurs de la drogue » est intolérable. Les mensonges et les stéréotypes racistes qu’utilisent la police et le sénat nous laissent sans voix.
Le jour de la mort de Jaja Diabi, nous voulons briser le silence et exprimer notre rage et notre tristesse
